Choose a cannabis pouch based on the product and market

Start with the product inside the pouch, then check the rules for every market where it will be sold. White and metallic materials are the most practical starting points when opacity matters. Clear should be considered only when product visibility is allowed. The standard CPP zipper is a convenience reclosure and is not represented as child-resistant.

Three decisions come before material and artwork

  1. Product type. Flower, pre-rolls, gummies, powders and concentrates create different moisture, oxygen, odor, oil, handling and package-role questions.
  2. Market location. Opacity, child resistance, tamper evidence, reclosure, warnings and package approval can change by jurisdiction, product type and serving count.
  3. Primary or secondary packaging. A directly filled pouch has different requirements than a pouch holding a separately sealed jar, tube or other primary container.

Match the pouch to the cannabis product

These are practical starting points, not automatic approvals. Select a product type to jump to the recommendation, then test the finished pouch with your product, filling process, seals, storage and distribution conditions.

Cannabis flower with moisture and product-protection cues

For loose flower packaged directly in a pouch.

CPP recommendation

White Matte BOPP or White Gloss PET for an opaque presentation and the lower water-vapor transmission value in the CPP range. Choose metallic when the lower oxygen-transmission value is the stronger priority.

Tradeoff to understand

Metallic has the lower typical OTR, while white has the lower typical WVTR. Neither number predicts finished shelf life by itself.

Test before production

Odor containment, moisture change, product aroma, seal integrity, repeated opening and target shelf life.

Cannabis pre-rolls with crush and product-protection cues

Pre-rolls

For one or more pre-rolls when flexible packaging is allowed.

CPP recommendation

White or Metallic, Matte or Gloss. Use flat pouches for compact packs and stand-up pouches when shelf presentation or added internal room matters.

Tradeoff to understand

A flexible pouch does not provide rigid crush protection. Delicate cones may need an inner tray or another primary container.

Test before production

Crushing, odor, movement inside the pouch, seal areas, label space and whether the pouch is primary or secondary packaging.

CPP recommendation

White or Metallic, Matte or Gloss. Opaque options are the safer planning choice when a market requires edibles to be hidden from view.

Tradeoff to understand

Oil, acid, flavor and surface coatings can affect compatibility. Multi-serving packages can also carry different reclosure and child-resistance requirements.

Direct-contact compatibility, grease or oil exposure, flavor and aroma transfer, seals, serving count, repeated opening and shelf life.

Fine particles can collect in the seal area, and low-density products can need more pouch volume than their weight suggests.

Fill volume, dust at the seal, dispensing, repeated opening, product contact, seal strength and shelf life.

Sealed concentrate, oil and topical containers with leak-protection cues

Concentrates, oils, creams and gels

Begin with the pouch as secondary packaging around a compatible primary container.

CPP recommendation

White or Metallic for a secondary pouch holding a sealed jar, tube, cartridge or other primary container.

Tradeoff to understand

Direct filling creates leak, migration, seal-contamination and chemical-compatibility questions that the material transmission values do not answer.

Test before production

Keep the product in its qualified primary container unless direct-contact compatibility, leakage and finished-package performance are specifically established.

Use the material specifications to base your choice

White and clear

Typical OTR is no more than 0.06 cm³/100 in²/24 hr and typical WVTR is no more than 0.063 g/100 in²/24 hr under the stated test conditions. White is opaque; clear supports product visibility only where that is allowed.

Metallic

Typical OTR is no more than 0.03 cm³/100 in²/24 hr and typical WVTR is no more than 0.13 g/100 in²/24 hr under the stated test conditions. Metallic is opaque and offers the lower oxygen-transmission value in the CPP range.

Matte uses a BOPP exterior and gloss uses a PET exterior. Choose the finish by the look and feel you want, then evaluate the complete product-package system. Compare all six materials and finishes.

Know what the standard CPP pouch does and does not establish

Convenience reclosure

The standard zipper lets a customer reclose the pouch. It is not represented as child-resistant.

Heat sealing

A top seal can help make opening visible when the finished design supports it. A zipper alone is not tamper evidence, and a heat seal alone is not a universal child-resistance claim.

Easy-open features

Tear notches and other easy-open features can conflict with limited single-use package exceptions in some markets. Check the exact rule before selecting them.

Why the selling market changes the pouch decision

There is no single U.S. cannabis pouch rule. These examples show why market review belongs near the beginning of the project, not after the artwork is finished.

California

Final-form cannabis packaging must be tamper evident and child resistant. Multi-serving packages must be resealable, and edible packaging must be opaque. Limited single-serving exceptions have their own construction conditions.

Oregon

Packaging and labels can require approval, and child-resistant claims rely on the exact certified package. Oregon does not impose one universal opacity requirement across all cannabis packages.

Washington

Requirements change by product type. Child resistance, contamination protection, package design and labeling must be checked against the current rule for the product being sold.

Do not assume the zipper is child resistant

Can a heat-sealed pouch be tamper evident?

A finished top seal can support tamper evidence when the package is designed so a customer can tell it has been opened. A standard zipper alone does not provide that evidence, and a heat seal is not automatic proof of child resistance.

Can I fill a CPP pouch directly with cannabis oil, concentrate, cream or gel?
